Sun C, OCI, oracle error 1002

We are having all sort of routines which are getting the oracle error 1002. The routines are not "fetching out of sequence" or "selecting for update". Has anyone else had this problem?

Platform:

        SunOS oscar 5.4 Generic_101945-36 sun4d sparc ORACLE:

	SQL*Plus: Release 3.1.3.7.1
	Oracle7 Server Release 7.1.6.2.0
	PL/SQL Release 2.1.6.2.0
