Hello,

TNSLSNR is process for Oracle SQL*Net V2 which is communication server to access from other Oracle Server and clients. If you need to use Oracle SQL*Net V2, you have to specify network connection information which IP address, Port Number ...etc(case of TCP/IP access) into 'tnsname.ora' file.
Please refer manual 'Oracle SQL*Net Administration'

If you don't need to use network connection, you do not need to start 'tnslsnr' process. Your installtion is correct.
