This error mesans that SQLPLUS thinks that the database instance is not running. It can think this because the instance really isn't running or because the environment isn't set up correctly. Is your ORACLE_HOME set correctly? Are you using the correct ORACLE_SID?
You didn't mention your platform or what the connect string looked like so its difficult to go any further.
