You can get it by calling oracle support and ordering the oracle networking bundle for 95 or NT, they are separate!

Part number for 95 is A42638-3
Part number for NT is A40768-1

32bit version works alot better, especially under NT. You can now start multiple copies on SQL*PLUS.
