Problems with ODBC

I'm having trouble setting up a Windows NT client to access an Oracle 7 server. The client has SQL*Net version 1.1 installed and the 16 bit ODBC driver from Oracle. The intention is to use MS Access Version 2.0 to connect to the Oracle server.
After we made a copy of the ORANT.DLL and called it ORA71WIN.DLL, the ODBC driver installed OK. However, MS Access gets the following errors when trying to attach tables:
ODBC Call Failed
MS ODBC DLL specified driver could not be loaded
Clicking on the OK button yielded the additional message:
Any help would be appreciated.
