is sqlnet installed?

I was wondering about a sure way to find out if the sqlnet is installed.

There is a directory $ORACLE_HOME/network/admin, but its contents are: listener.ora lsnrctl.log

Don't know if it's relevant or not, but also, in network directory are admin config doc install lib log mesg trace

where config/sql contains

NC_ABOOL.frm  NC_COMMS.frm  NC_LSNR.frm   NC_SUMRY.frm  ncschema.sql
NC_ADDR.frm   NC_IADDR.frm  NC_NET.frm    NC_V1CS.frm   nctable.sql
NC_CLNT.frm   NC_INTG.frm   NC_START.frm  NC_V1IMP.frm

The processes:
oracle 22959     1 22959 22959 80   Mar 29 ?          1:07 ora_lgwr_prod
oracle 22958     1 22958 22958 80   Mar 29 ?          2:00 ora_dbwr_prod
oracle 22960     1 22960 22960 80   Mar 29 ?         27:09 ora_smon_prod
oracle 22961     1 22961 22961 80   Mar 29 ?          0:19 ora_reco_prod
oracle 22957     1 22957 22957 80   Mar 29 ?          0:11 ora_pmon_prod

When I run sqlplus, the message is:
Connected to:
ORACLE7 Server Release 7.0.15.4.0 - Production With the procedural and distributed options PL/SQL Release 2.0.17.1.0 - Production

I hope there is enough information. My guess is that it's somewhat partially installed. How would I check for it? Thanks for help.
