Developer/2000 is the name Oracle uses for its Development tools, like Forms 4.5 or Reports 2.5.

Designer/2000 is a CASE-tool, used for defining (functional & technical) specifications for an application. Using Designer/2000, it is possible to generate forms and reports from a so-called Repository.
