Windows 95 isn't too helpful in its error messages about missing DLL's - vsorac32.dll probably failed to load because it couldn't find the Oracle SQL*Net Dlls.
Since you appear to have installed the correct files, this is probably because they are in oracle_home_directory/BIN, but the directory isn't in your path. I had a similar problem on my NT machine and fixed it by copying the relevant Dlls to my SYSTEM{32} directory. The Dlls were
ORANT71.DLL
CORENT23.DLL SQLTCPNT.DLL MSCVRT10.DLL
The Windows 95 equivalents may have different names, so a bit of trial and error may be required.
