Vis-a-vis your question about 32-bit OCI access on NT through VC++ ...
I believe you can get this by buying the 32-bit version of PRO-C. That will get you the proper .h files to use OCI data structures (LDA, etc). The OCI .DLLs come with the client software Required Support Files.
Caveat: I'm coming from a 16-bit perspective here. Things may have changed in the 32-bit releases.
