Forms 4.5 - ROS ERROR -200

I am using the version of Forms 4.5 which came with the Dev/2K release 1.2 cdrom.
I have a form which I created with the Dev/2K release 1 and stored in a .FMB File.
I find that I can open this form in the designer, and I can generate and run it successfully. However, I can't save it.
The error messages are
ROS ERROR -200
and
FRM-10044: Cannot create file.
I will call Oracle Support. Meanwhile...
Has anyone else seen this? Does anyone know a workround?
