Neither Personal Oracle for Win3.1 nor Personal Oracle for Win95 will run under WinNT. Basically, none of the RDBMSs will run under any OS it's not advertised for. In regard to PO7Win3.1, its written using Win32s functionality not present in Win32(on NT) or Win32c(on 95). You'll need to get PO7 for WinNT.
