I believe that the general rule-of-thumb is that the apparent poster of a message is allowed to issue a cancel for said message whether or not he or she ACTUALLY posted it.

In other words, if John Smith forges a message with the name and email address of Harry Jones and Harry Jones sends out a cancel message for said message then no one with any power (like Harry Jones' sysadmin) will be angry at Harry for issuing a "forged" cancel message.
