Take a look at the V7.2 Server SQL Reference, Date Format Models, Page 3-63. It talks about using the format 'DD-MON-RR' instead of 'DD-MON-YY'. The 'RR' makes allowances for the year 2000. Take a hard look at page 3-66 Table 3-15.
You can also add the parameter 'NLS_DATE_FORMAT = "DD-MON-RR"' to the init.ora file to make the allowances system wide.
