If you only have ORA7*WIN.DLL, then it means you only have 16bit software and no 32bit software. If you want to do 32bit development then you'll need 32bit SQL*Net, PO7, OCI, Pro*C etc, all of which ship with the 32bit ORA7*.DLL files.
