There is a version of ERwin for VB I think which limits you to 40 tables. Might be able to handle what you want/need.

There are other designers, such as S-design. I do not know how much it cost but you can get an eval of it somewhere.

Other than that I am not sure other than Designer-2000 from Oracle which is pricer than Erwin and more cumbersome (so I have been told)
