A question regarding ORACLE reports 2.0

Is it possible to customize a reports 2.0 layout after the repeating frames have been set up? In other words, do the layout fields have to be re-created in the layout editor if users need the layout changed? It seems that there should be an easy way to move repeating frames and fields around, or even associate fields with different frames than was the original case, when not using any of the default layouts. I am new to reports 2.0 and was used to the old (non-gui) report writer, so any help with this will be appreciated. The old report writer did not use repeating frames.
