Oracle solution for WWW

We would like to run Oracle database (entreprise) on NT with a WWW interface (cgi + java) for people to retrieve info via our www page. While our datasets will be in distributed form of course, can anyone experienced advise whether Oracle has the best solutions in the market. Or what else products at the same cost level can meet these needs?
