Forms Runtime needs to have Required Support files, Tools Utilities, GUI Common Files and System support files installed. All these subcomponents  are pulled in by the installer automatically when you install forms runtime. This (the entire Forms runtime + required components + sqlnet) takes approx. 18MB.

Make sure that when you install forms you choose Forms Runtime only, when the installer brings up the list of installed products it has a + sign near forms, click on this to expand into forms runtime, designer, doc, etc. Just pick runtime and install.

And of course, you will need sql*net.
