Oracle V7 and User setup/rights...etc

I am a computer operations Specialist with a UNIX specialization. We have recently acquired Oracle v7 for our HP-UX box. Unfortunately I am in charge of cleanup and configuration of both of our HP-UX systems. However the Database administrator is a lazy snot. We got Oracle and he had to call in a specialist from Oracle (he never bothered to ask me...he's afraid I can do his job..which I don't want and probably couldn't do...or I would be a DB admin....) in to get it installed. After Installation he promptly absconded with ALL documentation... I waaxs then told to get it set up in the startup and shutdown procedures for the system. After aggressively poking around in Oracle's sqldba utility and some scripts (dbshut and dbstart) I figured out the proper procedure to do this...Cool..I got the environment variables set..great...oh bugger...the root account cannot do a connect internal..I get the error "Insufficient Priviliges".

Ok..more aggressive poking and a few strategic questions later, I now know that the user oracle of group dba is set as the admin account..cool..I can get to there from the root account..

Crumb..I poked in security, create a ROOT user (I typed root and oracle spit out ROOT), go back into Security and select 'grant privileges (esc g)' (or was that rights..I forget...there was only one grant option though)..cool..I pull up the list and grant the ROOT user all priviliges.
I go back to the root account... no luck...What am I doing wrong? What should I be doing?
I can't get the docs due to politics and the DBAdmin has nuked the online copies....blast it I need man pages!!!
