Bill,
You can give the users OPS$ logins and grant the appropriate privs to these logins, perferably through ROLES.
Another thing, which we do for certain apps, is to REVOKE CONNECT from the owner of the objects you are trying to prevent.
But, as long as there is a privileged account (like sys or system) there will always be a way to get into it...
