We have also encountered this. Our best understanding is that Oracle must ensure that all integrity (relationships) during the transaction are kept intact and (Oracle) may not be able to effectively do this without indexes. Read consistency may also play a part.

After years of working with Oracle the best advise I can give is do what works (add indexes), accept it, and move on.
