The painfully slow connection times are the result of a bug with SQL*Net 2.1 for Windows and the Microsoft TCP/IP stack. We experienced the same problem with slow connect times on WFW 3.11 and Win95 machines running the 16-bit SQL*Net 2.1 with Microsoft's TCP/IP.

You can eitherchange your TNSNAMES file to use the IP address instead of the machine name in the service descriptor, or upgrade to SQL*Net 2.2 (16-bit or 32-bit). The SQL*Net 2.2 code does not have performance problems even when using the host name.
