Known bug, number 287022. Oracle workaround: Click on the window. Other workaround: Use a menu item to open the window instead of a button click (apparently the problem is going from one window to another, not opening one).
Fixed in 1.1.18, which will probably never get released. They are planning to release 2.0 this summer instead. Bummer.
