I don't know about an official merge but remeber that the two works together, designer handle the analysis,design phase and developer the implementation. They both go, hand by hand, thru out the full life cycle of the application (INCLUDING post-instalation phase). So, even now they are actualy one: oracle full environment.
this is my private opinion (and I'm proud of it)
