We're using PVCS and it seems OK - its very powerful, and we havent had any problems (yet).
I wish I were using a DEC so I could stick with CMS (sigh). It doesnt map very well to our config mgmt std, which is quite strict - must put comments describing the intended change on Check Out, etc, which is a pain in PVCS. But it seems quite good, if a little complex and in-obvious. Caveat: a sister site of ours set it up and had it running beautifully - then decided to change security privs around (not sure of the details). Now they cant access some of their forms! So be warned.
