One of the reasons for that problem could be the NLS setting. Oracle is rather strict when checking for the font. If it does not find the proper one - sometimes it wouldn't display the boilerplate. Sometimes even refuses to load the .fmb file. In many such cases the definitions for fonts translation in uifont.ali can solve the problem. Usually it is not enough to set the substitution for fonts names but one must also set the characterset parameter for the font.
