We experienced the same problem some time back on a Deck OSF Alpha. It seemed that the database time and the system time were out of synchronmisation in that case. I do not know the ins and outs of it, but a check of any input date against sysdate (in forms 4.5) did not validate.

The problem was corrected when the system administrator brought the system time in accordance with the database time.
