The learning curve on Oracle 7.x is depending on your experience on RDBMS. Since your IT staff does not have experience on Relational Databases, first all of, not just a few, IT staff must have solid knowledge on relational databases theory and concepts, then hire experience Oracle DBA/Architecture while you train your staff. Intro. to Oracle from Oracle Education is a good starting point but expensive. Again, before you decide which RDBMS or C/S, you must have comprehensive and thorough understanding of relational database, distributed computing, and client/server architecture. If not, don't even think about going Oracle7 C/S systems.
