I've only once installed Oracle on VMS, but I allways pay much attention to automatic startup and shutdown. I found no way to do an automatic shutdown, documentation even stated there was none (but they say that also for AIX 3, while you can insert it in the shutdown script, why not do the same? Document it well and remember to insert it again after an update of the OS).
Sorry to dissapoint you, and seen my limited experience, keep looking on
