Are you sure ? I have these files in /etc on HP-UX. I put it there from $ORACLE_HOME/network./admin because lsnrctl start complained about not finding the files. And I don't believe I have TNS_ADMIN set (but will confirm that tomorrow). Anyway, with these files in /etc, all sql*net connections are working fine without any problem.
