I've found a number of the Oracle Press books excellent. I would recommend the following:

"Tuning Oracle", ISBN 0-07-881181-3 by Michael Corey, Michael Abbey, and   Daniel Dechichio, Jr. for Oracle tuning.

"Oracle Developer 2000", ISBN 0-07-882180-0, by Robert Muller for Forms and   Reports.

"Oracle PL/SQL Programming", ISBN 0-07-882176-2 by (if I may be so bold)   Scott Urman, for PL/SQL. This will be out in the third week of March.
