If the oracle server process listed in the post is the first oracle server process spawned for the given instance, then the 5M figure is correct. The phrase 'each additional user' refers to each additional user after the first. Read the section on sizing in the Installation Guide again, and note the '#1 User' column under Memory Space Requirements.
