In SQL*FORMS 3.0 there is not an option for NO PROMPT unless you use the NO_SCREEN option. The NO_SCREEN option is only appropriate if your user exit does no screen i/o, even then it can be a problem. In SQL*FORMS 2.x there was a NO_PROMPT option that would do what you want. Your other option is to write a user exit.
