Two scripts can help
_at_$ORACLE_HOME/rdbms/admin/catblock.sql and
_at_$ORACLE_HOME/rdbms/admin/utllockt.sql

The first creates the dd views
The second shows who is waiting for who.

The dd views from the first are for all locks in the system -- The second script is only useful if someone is waiting on a lock.
