Optimizer: Rules-based going away? When?

I've been helping one of our programmers work on a response time problem with a query, and RULES is definitely outperforming COST on this one.
Being new to this, I've done some reading and keep running into the following comment in Oracle Documentation (Oracle 7 Server Tuning manual, for instance):
"The RULE hint, along with the rule-based approach, will not be available in future versions of Oracle."
Really? If so, when?
