software/connecting to Oracle DB

Database aficionados,

In order to navigate a particular federal Oracle database, I read that I must have database-access software and the appropriate driver to connect with an Oracle relational database. I'm on a PowerMac and would be connecting via modem. Which software do I need? Thanks very much in advance.
