Uhh, This is a Unix listener file.

What Timo was asking is a working version for Microsoft Windows NT.

Timo, I suggest you only use SQL*Net TCP/IP V1.1 using 7.1. I've found that there are lots of bugs in V2.1 on NT. I'm upgrading to 7.2 as soon as possible to get rid of them, I'll try to use V2.2 of the TCP/IP adapter then.
