Can Oracle Forms use DLLs, Middlware?

Does anyone know if I can get an Oracle Forms program to talk to something other than an Oracle database, or is it completely closed?
What I'm hoping to do is be able to get it to talk to a C DLL, thereby getting to non-Oracle middleware and plug in a TP Monitor.
Any advice is appreciated!
