Delphi vs Developper 2000 v1.2

Hi !

I have to develop a Client/Server app.

Server is Oracle, Client is not decided yet : Delphi or Developper 2000 v1.2. There's a lot of complex rules to fill in databases. There's lots of research in database and time is critical.

URGENT: I have to answer to these questions in the begining of next week !

1. What is the best choice ?
2. Why ?
3. Is there any comparison between this two ways ?
