I'd like to thank everyone who took the time to respond to this question. Placing a SYNCHRONIZE statement immediately following the MESSAGE did indeed work as advertised.

Actually, there was a SYNCHRONIZE statement at the bottom of the trigger code where I was trying to display a message. However, I guess it was too far away to do the MESSAGE much good. SYNCHRONIZE has to be the next statement following a message in order to produce the desired effect.

The more I see Oracle products run, the more I have to believe they have coded for every conceivable eventuality in the known universe of all things possible.
