I'm not sure about solving your problem, but I have found that the 32-bit ODBC administrator & manager do not see 16-bit drivers, and the 16-bit admin & mgr do not see 32-bit drivers. I hit this in upgrading to Office'95, Access 7.0 -- I had to get 32-bit drivers for the database (Rdb in my case) in order for it to work.

This could be part of your problem if you are trying to use 32-bit apps and 16-bit drivers.
