John Saunders,

While working at a client my team used Designer and Developer 2000. The tool is much better then CASE 5.1.

Your in the best position if you don't know Oracle's pervious CASE tool, because a lot of features have changed. All of my developers had to learn the tool over again (trial and error) when we moved into Designer and Developer 2000 from CASE 5.1. There is so many preferences that you can set which makes the tool flexible, but complicated if your experienced with the other tools. I would suggest running a small pilot with your project. Make sure you build a business conceptual model (tasks and flow of tasks), function hierarchy, and then entity relationship models. That will ensure your success. Also buy the CASE*Fast-track method book for a methodology using the CASE tool.

Good luck,
