How to implement: Delphi, SQL*Net, ODBC, Oracle

Hi gurus,
I need advices concerning a C/S implementation which will use :
- on the client side Delphi, SQL*Net V2, ODBC driver
- on the server side Oracle server 7.1.6 (or upper) and stored procedure
The questions are:
Does this environement works fine, is there any well known problems? How to implement SQL*Net and ODBC on the client side, any format problem, performances? Does the client may manage the transaction and how (save point , commit , rollback) via ODBC Do we need to pay a licence for every client using the SQL*Net product?
