netinit7 keeps ISDN active

We are running Novell Servers in Dallas and New York City, we have them 
connected by an ISDN line.  The routers for the ISDN only connect when 
an active request is issued.  Such as a DIR or COPY or a SQL SELECT, 
then it disconnects. For some reason netinit7 seems to be polling every 
2 minutes or so which makes our ISDN line connect the two servers 
constantly.  Is there any way around this, or fixes?  Using ORACLE 7.1 
for Netware 3.12.
