SQLNET , DEVELOP/2000, W95 ... Some problems

Hi, listed below are what I installed on my pc :

Developer/2000( including forms 4.5 , graphics 2.5 ... etc) under W95, (originally installed under Win 3.1, migrated to W95)
PO7 for W95.

At the begining, I can not connect to either local PO7 for W95 or remote database via SQLNET/TCPIP/WINSOCK.DLL when invoking form 4.5 ... such client tools.

And I reinstall sqlnet from the CD of Developer/2000, configue it base on winsock.dll, those client tools CAN connect to remote database , but still can not connect to local PO7 for W95. when trying to connect to local database , message listed below will appear.

ERROR: ORA-03121: no interface driver connected - function not performed
