Why aren't you using the SQL*DBA utility ?

If you have completed a standard install of PO7 then you will have a default database called Oracle7 in the alias section and described in the oracle.ini as Local = 2:

If you do not have the default databse for some reason then you will need to run SQL*DBA and when it has started type CONNECT INTERNAL. This command will allow you to issue commands such as ALTER DATABASE STARTUP NOMOUNT etc.

If you are new to Oracle then I would suggest not creating the database manually unless you have some manuals that you may refer to.
