SQLPlus userid and password problem

I installed Oracle v7.0 on Windows 3.11 on my pc. As my pc is a stand alone machine I wanted to create a database on my pc itself. I am asked to enter userid, password and database name whenever I start SQLPlus. My intension was to get into the command line processor and create a database. I don't know why it is asking for userid, password and database name as I don't have any database created on my machine. Can't use this version for a stand alone machine? Please let me know what I need to do? I am new to Oracle.
