The Oracle Network Manager allows you to map a SQL*NET V1 connect string to a service name in the TNSNAMES.ORA file or in the Oracle Names database. The service name you enter acts as an alias for the SQL*NET V1 connect string, making it easy to access a server in the network that still uses SQL*NET V1. You still must have the same version of SQL*NET on both ends of the connection.

This will help in the migration for the period that you will have both versions.
