You might look in ORACLE_HOME/rdbms/admin for the 2 routines utlbstat.sql and utlestat.sql. The SQLDBA facility (tool) also has some features for monitoring. The best part of these is the 'free' price. They come with Oracle.

This may not be exactly what you are looking for but it will be worthwhile to look.
