You need to set your DEFAULT_FONT for the appropriate number of characters that will make up you screen. This is done in the CONFIG.ORA file (in the ORACLE_HOME directory). The following example will cause the default font to be Courier (BTW a non proportional font).

FORMS40_DEFAULTFONT="Courier.12.PLAIN.MEDIUM"

Then set the your coordinate system to Character with the Default Font Scaling set. These settings done from the Forms Designer menu Form:Module.

With the two examples completed from above you will get 80x24 character that will fit onto a 640x480 (VGA) screen.
